The purpose of this Request for Proposal is to solicit proposals from qualified Proponents to provide system design, build, transition, operations, administration and maintenance services for a province-wide land mobile APCO P25 Public Safety Communications Service (“PSCS”).
Planetworks Consulting Corporation, has been engaged by the Government of Manitoba to undertake a procurement process, on behalf of Manitoba, to recommend a Preferred Proponent that can deliver and operate a new public safety radio communications service which meets Manitoba’s technical, business and service needs.
The new Manitoba PSCS is intended to provide a land mobile APCO P25 communication service for Manitoba’s public safety and government users operating throughout the Province. This new service will replace the existing FleetNet service operated by Bell MTS which is nearing the end of its service life.
Manitoba will enter into an Agreement with the Proponent that submits a Proposal that best serves the interests of Manitoba when evaluated in accordance with the stated evaluation criteria. Manitoba is seeking a single service provider which can fulfill all needs for the service and is not seeking service providers that can only deliver a portion of the required service.
The Agreement will include one-time system design, build and transition services, as well as ongoing operations, administration and maintenance services for the system based on a term of Fifteen (15) years following transition of the public safety entities using the service.
