Notice is hereby given that Vancouver Island Health Authority (the "VIHA)"), through their agent Provincial Health Services Authority ("PHSA"), intends to directly award a Contract to the following supplier to provide two (2) Hologic Bone Mineral Densitometers ("BMD") including service for Oceanside Health Centre and Saanich Peninsula Hospital for a term of ten (10) years at an estimated value of CAD 298,564 (Inclusive of Tax).

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:
- the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
B. for technical reasons the goods or services can be supplied only by a particular supplier and no alternative or substitute exists;
To ensure compatibility with existing products/systems, exclusive rights, copyright and patent rights, or to maintain specialized products that must be maintained by the manufacturer or its representative;
VIHA over the past five (5) years have been purchasing Hologic BMD systems in order to maintain a regional standardization of service delivery, integrity of patient data and maintenance of equipment.
Oceanside Health Centre and Saanich Peninsula Hospital need to get the same BMD machine for comparison of studies, otherwise important patient data will not be retrievable for required comparison studies.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Blair MacKinnon, Buyer, by email before 2:00pm Pacific Time, April 3rd, 2020. PHSA will review any and all issues received by this date and provide due consideration to each objection.
