Description
TPS is accepting submissions For Supply and Delivery of Uniform Clothing (trousers, tunics, breeches, ceremonial, outerwear, maternity, dress shirts, business suits, bicycle shorts) on behalf of participating members of the Police Cooperative Purchasing Group (PCPG) and CPG member Toronto Fire Service.
Closing Time
Electronic submissions will be accepted until 1:00:00 p.m. on Wednesday September 2, 2020 per electronic bid clock identified on MERX.
Submission Requirements
Your submission for this RFQ # 1387589-20 must be sent to TPS using the MERX portal only. Respondents shall be solely responsible for the delivery of their submission using the MERX portal as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ document. Late submissions are not permitted. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
TPS is issuing this RFQ to obtain a Vendor of Record for in accordance with the provisions and specifications contained in this Request for Quotation. Bidders must submit detailed requirements and cost prices for Supply and Delivery of Uniform Clothing according to APPENDIX A, APPENDIX B and APPENDIX C outlined in RFQ document. Samples might be requested before the award is granted. Award to lowest compliant Bid is subject to sample approval and will not be awarded if product sample is not approved.
Contract Term
The term of this contract is for a 2 (two) year period commencing upon award of the contract starting from Tuesday December 1, 2020 until Wednesday November 30, 2022 with an option to renew for an additional three 1-year period. based upon continued need, budget approval, acceptable performance and TPS approval if applicable.

In addition to the mandatory APPENDIX A (page 16), APPENDIX B (page 88) and APPENDIX C (page 95) forms, the following completed forms to be submitted:

SECTION 2 - Environmentally Responsible Procurement Form
SECTION 3 - Statutory Declaration Form
SECTION 4 - Key Personnel Form
SECTION 5 - Bidder's Experience in Similar Work Form
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
AWARD
Bidders may submit pricing for one, any, or all Parts as listed below. The TPS reserves the right to award in whole or in part, as per the following categories.
Part A: Trousers/Tunics/Breeches/Ceremonial
Part B: Sweaters
Part C: Shorts
Part D: Outerwear
Part E: Maternity Clothing
Part F: Dress Shirts/Business Suits
POLICE COOPERATIVE PURCHASING GROUP (PCPG)
This Bid is being called by the TPS as the Lead Agency on behalf of the PCPG AND CPG Members and for the purposes of this Bid, the TPS is the legal entity facilitating and preparing this Bid document. It must be clearly understood that by submitting a Bid in accordance with this document, the respective Bidder is agreeing that interested PCPG AND CPG Members may review the respondent’s Bid document. If PCPG AND CPG Members choose to participate with this contract, then each participating member will issue its own contract or purchase order, including delivery location(s) invoicing, terms of payments and contact(s).
The following PCPG AND CPG members have indicated an interest in participating in this agreement, at the time when issued:
PCPG: Hamilton Police Service, Ontario Provincial Police, Peel Regional Police, Toronto Police Service, York Regional Police, Peterborough Police Service.
CPG: Toronto Fire Service
PIGGYBACK
The TPS may, upon request, permit PCPG/CPG members and Public Bodies not listed in this Bid Document to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the FEE SUMMARY FORM in Appendix B if they will extend the pricing, terms, and conditions of this Bid to other PCPG/CPG members and Public Bodies if the Bidder becomes the Vendor. The Vendor agrees to this provision, PCPG/CPG members and Public Bodies may enter into a Contract with the Vendor for the purchase of the Goods described herein based on the terms, conditions, prices, and percentages offered by the Vendor. Minor changes in terms and conditions, including shipping and delivery options, may be negotiated by participating PCPG/CPG members and Public Bodies. Please note: copies of the Bidder submission will need to be provided to the interested PCPG/CPG members and Public Bodies (in confidence) in order to review prior to participating.
