Public Health Agency of Canada has a requirement for one or more Logistics Service Providers (LSP) to deliver a broad range of end-to-end logistics and support services, on an as and when required basis, for the execution of its vaccine logistics strategy. Please refer to attachment Annex A for additional details.
Public Services and Procurement Canada (PSPC) will be launching a procurement process shortly for this requirement. Canada intends to award a contract by November 23, 2020. PSPC will use an agile approach throughout this procurement process, which will proceed under compressed timelines. This procurement process may contain multiple phases that will allow Canada to pre-qualify up to five suppliers who may be invited to participate in a Request for Proposal (RFP) or considered for directed contract(s). These phases may include, but are not limited to:
One or more Bidders’ Conferences
Invitation(s) to Qualify
Review and Refine Requirements Phase
Canada may award multiple contracts for all or part of the requirement.
To launch this requirement, a virtual Bidders’ Conference will be held on October 30, 2020, at 12:30pm EDT. The Bidders’ Conference will include a consultation process with suppliers to discuss the requirement and allow for questions and answers. Canada expects to hold the Bidders’ Conference using platforms such as MS Teams or WebEx.
In order to participate in the Bidders’ Conference, suppliers must provide the following:
Company name and address (including alternative/operating names)
Members of company’s Board of Directors (including names, titles, and addresses of directors). Canada will be verifying suppliers are not ineligible for contracts as part of the
Government of Canada’s Integrity Regime.

Ineligibility and Suspension Policy . Canada will request this information at other phases of this procurement process.
Company ownership/corporate structure (including but not limited to ownership chart, shareholders)
Suppliers should communicate with TPSGC.paapprologistique-aplogisticsproc.PWGSC@tpsgc-pwgsc.gc.ca no later than (5PM EDT) on October 29, 2020, to indicate their request to participate, provide the required support documentation and names(s) of the representative(s) who will attend the Bidders’ Conference. A maximum of two (2) representatives per suppliers will be allowed to participate in the Bidders’ Conference. PSPC will provide the weblink to the Bidders’ Conference upon acceptance of attendance. Canada reserves the right to not consider any requests received after this date and time. Canada reserves the right, through notification on BuyandSell, to advance or extend the deadline for suppliers to request to participate on short notice. Suppliers are encouraged to regularly monitor BuyandSell.
To ensure the integrity of the process, enquiries and other communications must be directed only to the following email address TPSGC.paapprologistique-aplogisticsproc.PWGSC@tpsgc-pwgsc.gc.ca. Failure to comply with this requirement may result in suppliers not being given further consideration in this process.
Canada reserves the right to limit future phases to only those suppliers that participated in the Bidders’ Conference or provided the above-requested information by the date and time specified.
Collaboration and joint ventures among experienced services providers are encouraged. Suppliers who bid as a joint venture must clearly indicate that it is a joint venture during future phases.
Canada reserves to the right to give preference to Canadian suppliers at any time throughout the procurement process.
Given the timing constraints, Canada may not consider requests for extensions to timelines throughout the process.
Canada may require suppliers to demonstrate they have the
financial capability
to fulfill the requirement.

Throughout the process, Canada reserves the right to consult individually with suppliers for additional information or clarification. These consultations will take place virtually or by teleconference. Canada is under no obligation to consult with all suppliers.
Communications related to this process will be sent by e-mail or posted to BuyandSell. It is the responsibility of the bidder to provide a valid e-mail address and to monitor its activity on a regular basis. Throughout this process, Canada may communicate with and expect responses from suppliers outside of normal business hours. Canada may undertake other methods or processes not specified in this notice throughout the procurement process.
The closing date on this notice does not represent the dates on which responses must be provided.
The National Security Exceptions provided for in the trade agreements have been invoked; therefore, this procurement is excluded from all of the obligations of all the trade agreements.
This requirement is being put in place by Canada as part of its response to the COVID-19 pandemic.
