IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS
Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.
Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Please refer to SI06 Submission of Bid for additional details. Bidders should also note the requirements set out in SI05 Bid Security Requirements and that only electronic bid bonds will be accepted as bid security.
A scanned copy of a bond does not constitute an electronic bond. Certified cheques, bank drafts, standby Letters of Credit and hard copy bid bonds will not be acceptable.

THERE IS NO SECURITY REQUIREMENT ASSOCIATED WITH THIS REQUIREMENT
Public Services and Procurement Canada (PSPC), Real Property Contracting, on behalf of Correctional Services Canada requires loading dock renovations, located at 330-338 Keele St., Toronto, Ontario.All work shall be in accordance with Drawings and Specification Project No. R.083503.001.
SCOPE OF WORK The work under this contract comprises of the following: Alterations to loading dock area. Architectural demolition and renovation of interior walls and make good of exterior walls in the loading dock area. Structural demolition and renovation of existing concrete platform, canopy and stairs (loading dock area). Demolition and alterations to existing mechanical and electrical systems in the loading dock area.
PROJECT VALUE
The estimated cost for this project is between $100,001-$500,000 HST extra.
CONSTRUCTION TIME The Contractor shall perform and complete the Work within 20 weeks from date of notification of acceptance of the offer.
MANDATORY SITE VISIT 1.There will be a site visit on March 4,2021 at 10:00 a.m.Interested bidders are to meet at the front entrance of the building,at 330-338 Keele Street,Toronto,Ontario.
Bidders are requested to register prior to the site visit with the Contracting Authority Mary Caporusso at mary.caporusso@pwgsc-tpsgc.gc.ca to confirm their attendance and provide the name of the individual attending.
Bidders who do not attend the site visit or do not send a representative will not be given an alternative appointment.
The site visit for this project is MANDATORY.
Bids submitted by Bidders who did NOT attendthe site visit and are not on the attendance sheet will be rejected. It is the Bidders responsibility to make sure their names are called at time of attendance.
2.Safety Attire
In order to be guaranteed access to the site visit, all persons are required to wear proper personal protection equipment (PPE), safety boots, hard hats, safety glasses and non-medical face mask/face covering, as well as a minimum reflective vest.
Attendees must supply their own hand sanitizer.
Contractor`s personnel/individuals who do not have the proper safety attire may be denied access to the site.
3.Site Visit Plan Only one person from each company permitted, to a maximum of 10 people including PSPC or other representatives. Bidders will meet at the front entrance site address Departmental Representative will take attendance. Departmental Representative will lead bidders
allowing bidders to view the existing conditions.
4.COVID-19 Precautions Bidder self-screening and declaration that they are not ill is required at arrival (Site Visit Attendees must provide COVID-19 Questionnaire Checklist, see attachments). Observe proper hand hygiene while on site. Sanitize hands before entering the building and after exiting. Wear a non-medical masks/face covering at all times while outside of vehicle. PPE(s) will not be supplied by CSC/Institution. Each respective contractors/sub-contractors and consultants are to provide their own PPE(s) in accordance to Public Health Agencies regulations set by Canada/Provincial/Municipal Government.Optional:the wearing of protective eye wear and hand gloves Maintain 2m social distancing at all time. Attendance will be taken by Bidders announcing their name and Departmental Representative recording (no list will be passed around). Avoid social greetings (e.g. shaking hands). Social distance to be maintained all times between contractors/sub-contractors and consultants and staff/commissionaires/security personnel.
5.Work Schedule Successful Contractor will submit updated Health & Safety guide response plan in regards to working in COVID-19 environment prior to start site work. PSPC Project Manager will set up conference call meeting prior to starting of site work.
CHANGES AND CLARIFICATIONS Any changes or clarifications will be included as an amendment to the bid solicitation.
MANDATORY REQUIREMENTS: Bidders must meet all the mandatory requirements specified in the tender document.
Failure to comply with any or all the mandatory requirements will render the bid non-compliant and no further consideration will be given to the bid.
