1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The Department of National Defence has a requirement for the supply of quantity two (2) each Electro-Optic / Infrared (EO/IR) Camera Systems. The product must be a multi-sensor, multi-spectral gimballed imaging system with built in laser target designator. L3HARRIS WESCAM MX-15D (P/N 49379-25) is known to meet the Minimum Essential Requirements detailed at paragraph 3. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) o Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
• Four axis precision stabilized gimbal • Integrated HD digital and analog output • Backlit and NVG compatible hand controller unit (HCU) • High Definition Infrared (HD IR) thermal imager camera with: o Cooled Midwave Infrared o High Definition (1280 x 1024 pixel) o 6 field of view step-zoom • Laser Spot Tracker (LST) compatible with US & NATO designator codes • Dual channel spotter, colour and short-wave infrared (SWIR) camera with: o Step zoom o Colour imager High Definition (1920 x 1080 pixel) o Visible (VIS) / SWIR imager (640 x 480 pixel) o 600, 1000 and 1500mm focal length o Image designator spot o Fusion of EO and IR imagery • Dual wavelength Laser Designator/Range Finder (1064 / 1570 nm) • Advanced Video Tracking (AVT) / Advanced Video Tracker on all imaging sensors video stream • Precise pointing accuracy including: o A built-in inertial measurement unit (IMU) o Auto and Auto-aid steering modes o GeoPointing, GeoLocation, and GeoFocus o Embedded GPS receiver and antenna • Key Length Variable (KLV) embedded metadata in SMPTE292 video stream • Remote Control Subsystem (RCS) interface with: o Ability to remotely control turret by host computer o Support on one of RS-422, Ethernet, or MIL-STD-1553b port • Certified for use on Beechcraft King Air 350 aircraft variants by North American civilian or military airworthiness authorities • 360 degree continuous rotation in azimuth of the turret • 180 degree rotation in elevation of the turret with at least 90 degrees down from the beam level of the aircraft • Weight of entire system less than 57 kilograms • Turret mounting plate less than 33.8 centimetres • Statically mounted to the aircraft; not requiring retraction into the aircraft even during stowed operations • The system must be an existing design that is currently in production 4. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement: o Canadian Free Trade Agreement (CFTA) 5. Justification for the Pre-Identified Supplier L3HARRIS WESCAM is the only manufacturer known to have an existing, proven product meeting the Minimum Essential Requirements detailed at paragraph 3. 6. Government Contracts Regulations Exception The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the contract".
7. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the Canadian Free Trade Agreement (CFTA) – Article 513 1(b)(v):
• to ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.
8. Delivery date
o The product must be delivered on or before 31 December 2021.

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 11. Closing date for a submission of a statement of capabilities
