22TDROCS800 - A Technology-Based Effluent Limits assessment for application in the regulatory management of discharges of treated Oil Sands Mine Water to the Lower Athabasca River

The objective of this RFP is to describe a Technology-Based Effluent Limits Assessment that can be used to retain an independent third-party expert consultant to recommend Technology Based Effluent Limits (TBELs) for organic and inorganic chemical constituents and physical properties of treated OSMW in the oil sands sector. TBELs will be identified through either adoption of relevant existing TBELs (or TBES) from other industry sectors, or development of new TBELs where necessary through case-specific assessments. Standard approaches applied by Alberta Environment and Parks (AEP, 2000; AEP, 2011) and the US EPA (2018) are expected to be employed by the consultant. The independent advice provided by the third-party expert consultant will be considered by Alberta Environment and Parks for adoption into provincial regulatory guidance on OSMW treatment and release.
