PHSA 03461 - Qiagen Symphony Equipment Consumables

Notice is hereby given that Fraser Health Authority, Provincial Health Services Authority, Vancouver Coastal Health Authority and Vancouver Island Health Authority (the "Health Authorities"), through their agent Provincial Health Services Authority ("PHSA"), intends to directly award a Contract with the following supplier to provide proprietary consumables associated to the Qiagen Symphony Equipment.

The proposed Contract Term will be from April 1st, 2021 to March 31st 2024 and has an estimated value of $904,025.00 CAD.

PHSA, as an agent for the Health Authorities has chosen not to proceed with a competitive process for the following reason

· the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
a) To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative

The four (4) Health Authorities require the continued supply of Qiagen Symphony Molecular Diagnostics consumable suite of products which are proprietary to the existing fleet of Qiagen Symphony instruments deployed across the four HA's. These consumables are required in order to maintain the same level of testing capacity with the existing fleet of instruments throughout the four (4) health authorities. Qiagen Inc. is the sole distributor of the equipment, and consumables in Canada.

Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Kylie Burrage, Buyer, by email before 12:00pm Pacific Time, May 14, 2021. PHSA will review any and all issues received by this date and provide due consideration to each objection.
