Description :

A National Individual Standing Offer (NISO) is required for the supply, delivery and maintenance of two (2) Types of Rapid-DNA Systems (RDNA-AS) on an "as and when" requested basis for the Department of National Defence, in accordance with Annex A - Requirement, detailed herein.

Canada may issue up to a maximum of two (2) Standing Offers i.e. one (1) per Type of system from the date of issue for three (3) firm years with two (2) additional optional one-year (1) periods.

Rapid DNA identification can be defined as the fully automated generation and interpretation of short tandem repeat (STR) profiles (colloquially termed "DNA fingerprints") in less than two (2) hours.

Rapid DNA analysis can be defined as the automated extraction, amplification, separation, detection and interpretation, field-deployable system by nontechnical users.

The users of this system will be military, police and other government services in field and laboratory conditions.

The Phased Bid Compliance Process (« PBCP ») applies to this requirement.

An offer must comply with the requirements of the Request for Standing Offers and meet all mandatory technical evaluation criteria to be declared responsive. For each Type (1 and 2) described in Annex A - Requirement, the responsive offer with the lowest evaluated price will be recommended for issuance of a Standing Offer. If the same Offeror submits a responsive offer with the lowest evaluated price for the two (2) Types included, only one Standing Offer will be recommended which will include both Type 1 and 2 offerings.

There are no security requirements associated with the requirement.

The requirement includes deliveries in the National Capital Region, and does not include any deliveries to locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs).

Offerors may request a debriefing on the results of the request for standing offers process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone or in person.
