PHSA 03801 - Pillcam Workstation and Capsules

Notice is hereby given that Vancouver Coastal Health Authority ("VCHA") and Vancouver Island Health Authority ("VIHA") (the "Health Authorities"), through their collective agent Provincial Health Services Authority ("PHSA"), intends to directly award a non- volume committed Contract to the following supplier to provide Pillcam Workstation, Capsules, Accessories and Post Warranty Services for Victoria General Hospital and Vancouver General Hospital for a term of two (2) years with an option to extend for an additional two (2) years at an estimated value of $232,256.00 including taxes.

PHSA, as agent for the Health Authority(s) has chosen not to proceed with a competitive process for the following reason:
· the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
o due to an absence of competition for technical reasons

The Pillcam capsules are currently utilized within the Vancouver Coastal and Vancouver Island Health Authorities. An Endoscopy procedure using Pillcam capsules allows for the visualization of the small bowel to aid in detection of digestive tract diseases. The Medtronic Pillcam is the only product that can capture images which adjust based on each patient's motility at a rate of up to 6 frames per second as the capsule speeds up or slows down. Medtronic of Canada Ltd., is the sole supplier of the above Adaptive Frame Rate technology. Medtronic is the manufacturer and sole distributor of the products in Canada.

Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Chrystal Matthews, Buyer, by email  before 12:00pm Pacific Time, December 9, 2021. PHSA will review any and all issues received by this date and provide due consideration to each objection.
