Notice is hereby given that Vancouver Island Health Authority (the "Health Authority"), through their agent Provincial Health Services Authority ("PHSA"), intends to directly award a Contract to the following supplier to provide Software as a Service extension for our existing software Quess 360 from BCE Pharma for a term of two (2) years and one (1) option year at an estimated total value including tax of $206,879.40.

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:
· the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.

Rationale
Vancouver Island Health Authority has implemented and currently utilizes the BCE Pharma Quess 360 system Software as a Service. This software is unique and proprietary to BCE Pharma. No other suppliers can provide support or directly replace the currently installed application. BCE Pharma is the only vendor that can provide Software as a Service support for this specific application which is currently implemented throughout Vancouver Island Health.

Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Karl Eadie, Buyer Allied Health, by email before 2:00pm Pacific Time, February 7, 2022. PHSA will review any and all issues received by this date and provide due consideration to each objection.
