1. INTRODUCTION
Black Gold School Division (BGSD) is the 7th largest school division in Alberta, serving approximately
12,600 students in 31 schools. The Division encompasses seven communities, including the City of
Beaumont, City of Leduc, Town of Devon, Town of Calmar, Town of Thorsby, Village of Warburg and
the Hamlet of New Sarepta. With 79 bus routes carrying over 4,200 students, we provide
transportation services for our own division, as well as for St. Thomas Aquinas Roman Catholic
Separate School Division and the New Humble Community School.

2. PURPOSE
The purpose of this Request for Qualifications (RFQ) is to request Submissions, in the format
detailed in this document, from experienced and qualified Proponents to pre-qualify for the Board’s
roster of transportation Contractors for Services outlined in Appendix “C” – Transportation Services
Agreement and is subject to the terms and conditions herein. This Contract will be for a period of
three (3) years, beginning August 25, 2022 through to June 30, 2025, as assigned by the Board’s
representative on an “as and when” required basis.

3. ROUTES
The Board has a requirement for the following:
(i) New Sarepta – 7 Rural Routes
(ii) Beaumont – 20 Routes – 12 Rural (includes 1 Special Needs Route) and 8 Urban (includes 1
Special Needs Route)
(iii) Leduc – 32 Routes – 11 Rural (includes 2 Special Needs Routes) and 21 Urban (includes 3
Special Needs Routes)
(iv) Devon – 4 Urban Routes
(v) Calmar – 5 Rural Routes
(vi) Thorsby – 6 Rural Routes
(vii)Warburg – 4 Rural Routes
Routes are tentative and may be subject to change. The Board reserves the right to change the
routes, the number of routes, the type of routes, and the size of bus required at any time it deems
necessary.

4. SECTIONS
This RFQ specifies what information the Proponents must submit to enable the Board to select the
successful Proponent, if any. The RFQ package consists of the following documents:
