The Correctional Service Canada has a requirement for goods and services to provide chemical treatment and ongoing maintenance of chemical levels of the heating water loop at the Springhill Institution. The work will involve the following:
1.1 Background
Hydronic heating systems are required to be chemically treated to protect the distribution piping infrastructure and equipment against internal corrosion and ensure the life of the asset is maximized; thus, ensuring maximum return on investment and life cycle value of the systems.
For Springhill Institution, significant and on-going water leak(s) in the heating distribution system at Springhill Institution are causing a high volume of make-up water into the primary heating distribution system. These leaks are associated with the poor condition of the primary heating distribution system and failures of the piping system and equipment due to corrosion. The high volumes of the make-up water into the primary heating distribution system and diluting the concentrations of water treatment chemicals requiring regular intervention to reinstate the chemical concentrations to maintain them in the appropriate range. The condition of the primary heating distribution system poses a significant risk to the integrity of the heating equipment. Given the critical nature of the heating system infrastructure to the operation of the institution, further degradation to the heating system infrastructure would be considered a significant operational risk to the institution. The chemical treatment services being requested with this Standing Offer is intended to preserve and maximize the useful life of the asset while the project for the imminent future replacement of the heating infrastructure is being developed.
In addition to the primary heating distribution system that consists of the Central Heating Plant and piping distribution that connects to individual buildings; secondary heating piping system serve individual buildings. These building level hydronic heating systems also require regular testing and adjustments of chemical concentration.
1.2 Objectives
The objective of the procurement of these goods and services is to retain services to monitor, adjust and maintain the chemical levels on an on-going as required basis.
Same service provider must be used from the current chemical treatment for subsequent maintenance of the chemical treatment as there is a requirement to use same chemical for on-going maintenance due to counterindications of mixing differing chemicals.
1.3 Tasks
The Contractor must provide regular testing and adjustments of chemical concentrations to the primary heating distribution system that consists of the Central Heating Plant and piping distribution that connects to individual buildings, and the secondary heating piping system that serves individual buildings.
The Contractor must:
1. General requirements:
1.1 Coordinate all on-site activities with CSC representative.
1.2 Provide names of all personnel and tool lists minimum (48) hours prior to any on-site activities.
1.3 Comply with all applicable codes, standards and guidelines including manufacturer published data.
1.4 Provide SDS product sheets as per WHMIS for CSC records and use.
2. On-going treatment of the hydronic heating system:
2.1 Perform regular site visits as required over contract period to perform testing of residual chemical concentration levels.
2.2 Calculate on-going maintenance chemical treatment dosing based on actual heating system leakage rate / make-up water meter readings and data / knowledge of the heating system gained from initial treatment operations.
2.3 Provide heating water chemical treatment products as required to maintain chemical concentrations at optimal levels for the duration of the contract.
2.4 Adjust chemical dosing rates as per calculations and actual current heating system leakage rates.
2.5 Adjust testing protocol intervals and site visits as required to maintain optimal water treatment chemical concentrations in heating system.
1.4 Deliverables
1. The Contractor must supply and deliver the chemicals as described above to the Springhill Institution central heating plant.
2. The Contractor must provide chemical testing, maintenance, and adjustment services as required by CSC.
3. The Contractor must provide equipment, materials or specialty items, or both, to support chemical treatment of heating systems.
4. The Contractor must provide sub-contractor services for plumbing or electrical, or both, as required to support installation of chemical treatment devices and accessories.
5. The Contractor must provide copies of chemical testing results for CSC records and files.
6. Once the goods have been delivered and accepted by CSC, the payment will be issued.
7. Once the services have been provided and accepted by CSC, the payment will be issued.
1.5 Location of work
a. The Contractor must perform the work at the Springhill Institution located at 330 McGee Street, Springhill, Nova Scotia, B0M 1X0
b. Travel: No travel is anticipated for performance of the work under this contract.
1.6 Language of Work
The Contractor must perform all work in English.
