Cardiopulmonary Resuscitation (CPR)/ Automated External Defibrillator (AED) Basic Life Support (BLS) training for healthcare professionals in the Quebec region

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
Correctional Service Canada (CSC) must provide CPR/AED basic life support (BLS) training for healthcare professionals working in its penitentiaries in the Quebec Region.
Objectives:
The contractor’s objective is to provide classroom training to allow CSC nursing staff in the Quebec Region to obtain and maintain their CPR/AED BLS certification for healthcare professionals.
The contractor must issue a certificate when the participant has acquired the knowledge, skills, and confidence necessary to perform cardiopulmonary resuscitation (CPR) techniques in a team-based professional context with a mandate to intervene in emergency situations.
In addition to presenting the latest guidelines related to CPR, the training must also include a section on the use of the automated external defibrillator (AED), airway management, oxygen therapy, and the use of I-GEL©-type supraglottic devices.
Deliverables:
The contractor must provide the required number of sessions, with a minimum of two (2) participants up to a maximum of 12 participants. The number of participants per session and sessions may change based on needs of CSC, and the number of participants.
Upon request, the Contractor must provide an instructor (or instructors) to deliver CPR/AED BLS training in English and an instructor (or instructors) to deliver CPR/AED BLS training in French or a bilingual instructor (or instructors) who can provide CPR/AED BLS training in English and in French, in accordance with section 1.7 Language of Work of this statement of work. This applies to both the theory and the situational components of the training. Most of the training will be carried out in French.
The contractor’s trainer must carry out the following tasks:
1. Welcome the participants and provide them with administrative information at the beginning of the training.
2. Describe the course content and assessment.
3. Have the participants sign the attendance sheet on the day of the in-class training.
4. Check whether all present participants have signed the attendance sheet.
5. Submit the signed attendance sheets in accordance with the instructions outlined in the subsequent order to the standing offer.
6. Deliver the training according to the course description approved by the Project Authority, ensuring that it is conducted in accordance with the policies and procedures that reflect a unique environment (correctional setting) using correctional institution-type scenarios provided by the instructor and approved by the Project Authority.
7. Deliver a training program that emphasizes hands-on skill practice in order to maximize knowledge retention and the development of the necessary competencies for CPR/AED BLS training. Although CSC healthcare professionals are called upon to respond to a variety of medical situations, a more focused approach on the likely incidents that may occur in a correctional environment is necessary. The Contractor must also provide simulations and exercises tailored to CSC’s reality. The project manager will support the Contractor in identifying likely situations related to the realities of the correctional environment.
8. Conduct the evaluation of participants.
The CPR/AED HCP training delivered by the contractor must include the following:
Certified course module
1. The contractor’s instructors must possess and demonstrate the teaching skills required to obtain a recognized CPR/ DEA BLS certification for health-care professionals, including airway management and oxygen therapy, in accordance with the standards of the certifying organization’s program.
2. Throughout the session, the participant must be able to apply the concepts learned, including the techniques for implementing CPR/AED BLS taught, and the instructor must validate these through observation and feedback to the participant.
Non-certified module focused on acquiring additional skills.
1. For all the content presented in this section, participants must acquire the knowledge and skills necessary to understand its usefulness. They must have the opportunity to use the material, without necessarily mastering its use perfectly or obtaining a certificate for these techniques.
2. The contractor must demonstrate the techniques and additional skills related to the following: awareness of the I-GEL© supraglottic device and its use, insertion techniques, selection of the appropriate device, and the modifications that must be made to CPR/AED procedures and ventilation when the supraglottic device is in place.
The Contractor must provide a paper or electronic copy of the training manuals in the language of the training for each participant, as well as any training documents to be distributed.
The contractor must provide the Project Authority, within two (2) business days following a training session, with the following:
• A list of all participants clearly indicating who passed and who did not pass the training; and
• A completion certificate for each participant who has successfully completed the training.
The cost of the deliverables will be the Contractor’s responsibility.
The designated user authorized to issue call-ups against the Standing Offer is: Correctional Service of Canada—Quebec Health Services Region.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Standing Offer and Time Frame for Delivery:
Period of the Standing Offer: The Work is to be performed during the period of April 1, 2025, to March 31, 2028, with the option to renew for two (2) additional one-year periods.
