This Request for Proposals (the “RFP”) is an invitation by the Cowichan Valley Regional District (the “CVRD”) to prospective proponents to submit proposals for
Project Management Services for Modernization of Bings Creek Recycling Centre.
The CVRD intends to select one (1) qualified proponent or proponent team (the “Consultant”), experienced in project management, to represent the CVRD’s interests (the “Owner”) in modernizing the Bings Creek Recycling Centre (Bings) located at 3900 Drinkwater Road in Duncan, BC, by designing and constructing a new waste transfer building, expanding an existing recycling building to house more recyclable programs and implement general site improvements such improve traffic flow, stormwater management, and take steps to adapt to climate change, etc.
The services are anticipated to require full-time presence for the period of November 2023 to Project completion anticipated on
December 31, 2026. Continuity of personnel will be required during the term of the contract. The successful Consultant (and backup) must be available and shall remain consistent throughout the term of this Project, and any necessary changes to the contact person are subject to the CVRD’s approval.
The Consultant is expected to drive the assigned Project to a standard of care furnishing its best skills, diligence and judgement in the rendition of all services and meeting established timelines. This will require the Consultant to be proactive in their project management approach, including but not limited to, regularly scheduled project meetings, conference calls and other means of communication to achieve the deadlines.
The Consultant will work under the direction of the Senior Manager and the Operations Manager of the CVRD’s Recycling and Waste Management Division (the “CVRD’s Project Manager”).
The Consultant will act as the CVRD’s Representative and therefore will not be permitted to act as a construction manager or general contractor, have any interest or affiliation with the general contractor, eligible to participate as a bidder, subcontractor, manufacturer, or material supplier for the subsequent construction work of this Project.
