23-1748 - Water Treatment Plant Expansion and Intake Planning Program- Alternatives Evaluation and Conceptual Design

1.This RFP is open to all interested vendors.

2. The City of Calgary is initiating an infrastructure program to expand the capacity and resiliency of The City’s water treatment system to meet the needs of a growing population. This expansion program will include the design and construction of a new water treatment plant, as well as a new or upgraded raw water intake that will supply raw water to the new plant. Even with water conservation measures in place per The City’s water efficiency and conservation initiatives, it is currently planned that the new infrastructure will need to be operational by 2035 to address forecasted water demand and population growth. The current planned capacity of the new plant is 400 million litres per day (ML/d), which may be constructed in phases of 200 ML/d. With this additional capacity, The City will be able to produce enough drinking water to meet Maximum Day Demand (MDD) in the future, and to meet Average Day Demand (ADD) in an emergency failure condition. This expansion program will improve the resiliency of The City’s water treatment system to meet the challenges of the future, in tandem with continued water conservation efforts.

This RFP includes two distinct scope areas (projects):

Scope A: Water Treatment Plant: Alternatives evaluation for treatment processes and conceptual design of a new water treatment plant; and

Scope B: Raw Water Intake: Alternatives evaluation and conceptual design of a new and/or upgraded raw water intake(s).

3.This procurement process is not intended to create, and will not create a formal, legally binding bidding process. It will instead be governed by the law applicable to direct commercial negotiations.
