194922 - OHRC25-001 - Comprehensive Evaluation of the work BC's Office of the Human Right Commissioner (2020-2024)

BCOHRC is seeking to identify and select a qualified Proponent to complete a comprehensive evaluation of the work of the Office since its inception in 2020.
This work is to be completed based on BCOHRC’s evaluation framework and plan, developed in 2022, that describes how and when to measure and report on the context in which the BCOHRC operates (relevance), the successful completion of deliverables, and progress towards the changes those deliverables are designed to lead to (outcomes).
Specifically, the Office wants to measure and determine:

• Progress on the BCOHRC Strategic Plan;
• Organizational capacity and capabilities; and,
• Impacts in the last 5 years.

• Coordinate efforts with an internal evaluation lead
• Review and analyze existing data
• Conduct interviews with key external stakeholders and partners
• Write a final evaluation report which will be published either in part or in full, to the BCOHRC website and shared widely with key stakeholders
• Provide recommendations on future changes to the evaluation framework based on findings and expertise
