ADVANCE CONTRACT AWARD NOTICE (ACAN) - Number - 2024-01N
An ACAN is a public notice indicating to the Supplier community that the Town of Grand Bay-Westfield intends to award a contract for goods, services or construction to a pre-identified Supplier.
However, before awarding a contract, the Town wishes to provide other Suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during a seven (7) calendar day posting period.
If other potential Suppliers submit statements of capabilities during the seven (7) calendar day posting period that meet the requirements set out in the ACAN, the Town of Grand Bay-Westfield will proceed with a competitive bidding process in order to award the contract.
If no other Supplier submits a statement of capabilities meeting the requirements set out in the ACAN on or before the Closing Date, a contract will be negotiated to the pre-selected supplier.
OVERVIEW OF INTENDED PURCHASE
The Town of Grand Bay-Westfield performs winter road maintenance during the winter months. As part of our asset management plan two (2) vehicles are due for retirement. The vehicles required are one Ford Super Duty F-350 with a gasoline engine, V Plow and flat deck and one Ford Super Duty F-550 with a diesel engine, V Plow and dump body.
Alternative component Manufactures are NOT able to be considered at this time, in Order for the Town of Grand Bay-Westfield to maintain standardization and interchangeability with the existing fleet of vehicles for the purposes of road maintenance, snow clearing and ice control.
One (1) Supplier in the Atlantic region (Downey Ford) has indicated that they are able to assemble and deliver fully-assembled vehicles which meet the Town's operational, functional, and technical requirements and standardized
MINIMUM TECHNICAL SPECIFICATIONS AND REQUIREMENTS
Delivery Timeframe:
- Fully assembled and operations vehicles must be delivered to the Town of Grand Bay
Westfield by January 31st 2025
Minimum Requirements for Ford Super Duty F-350:
- 7.3L 2V DEVCT NA PFI V8 Gasoline Engine
- Four Wheel Drive
- Torqshift 10-Speed Automatic Transmission
- 145 Inch Wheelbase
- Regular Cab
- 9" flat deck with fold down sides and tailgate
- Boss V Snow plow
- Electric spreader
Minimum Requirements for Ford Super Duty F-550:
- 6.7L 4V OHV Power Stroke V8 Diesel Engine
- Four Wheel Drive
- Torqshift 10-Speed Automatic Transmission
- 169 Inch Wheelbase
- Regular Cab
- 11"9" Dump Body
- Boss V Snow plow
- Electric spreader
Minimum Supplier Qualifications and Requirements:
- Must be capable of purchasing and supplying all required OEM parts and components to
complete assembly of the vehicles and require attachments.
- The Supplier must have highly-experienced and qualified technicians on staff with
extensive demonstrable experience in completing the assembly, testing, and
commissioning of commercial-grade vehicles
- Suppliers shall submit a minimum of two (2) references for commercial grade vehicles
assembled and sold within the last five (5) year period for commercial/institutional
clients which have identical components to the vehicle configuration specified
herein.
- The supplier must be capable of scheduling and sequencing all work and required
equipment/components to ensure that a fully assembled and operational vehicle is
delivered to the Town of Grand Bay-Westfield before January 31st 2025.
Conditions of sale for all vehicles:
1. All vehicles are to be new with valid manufactures warranty.
2. All vehicles to be turned over to the Town of Grand Bay-Westfield by January 31st,
2025;
3. All vehicles to have a valid vehicle registration at the time of turn over.
4. All vehicles to have a valid MVI at time of turn over.
SUBMITTAL OF "STATEMENT OF CAPABILITIES":
Suppliers who consider themselves fully qualified and capable of meeting all the minimum requirements may submit a "Statement of Capabilities" in writing to the contact person identified in this Notice on or before the Closing Date of this Notice. The statement of capabilities must clearly demonstrate how the Supplier meets or exceeds the requirements outlined herein.
The Closing Date and Time for accepting statements of capabilities is MONDAY, DECEMBER 16TH 2024 @ 11:00am (ATLANTIC TIME).
