ADVANCE CONTRACT AWARD NOTICE (ACAN):
An ACAN is a public notice indicating to the Supplier community that the City of Dieppe intends to award a contract for goods, services or construction to a pre-identified Supplier. However, before awarding a contract, the City wishes to provide other Suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a "Statement of Capabilities" within a fifteen (15) calendar day posting period.
If other potential Suppliers submit Statements of Capabilities during the fifteen (15) calendar day posting period that meet the requirements set out in the ACAN, the City of Dieppe will proceed with a competitive bidding process amongst those Suppliers having responded to the ACAN who have clearly demonstrated that they are capable of satisfying all of the requirements specified in the ACAN notice, in order to award the contract.
All qualified ACAN Suppliers will be provided with detailed technical specifications by the City of Dieppe in order to prepare their bid response. The contract shall be awarded to the lowest cost Bidder having met or exceeded all technical specifications and requirements.
If no other Supplier submits a Statement of Capabilities meeting the requirements set out in the ACAN on or before the Closing Date, a contract will be awarded to the pre-selected Supplier.
OVERVIEW OF INTENDED PURCHASE/REQUIREMENTS:
The City of Dieppe's fire service (operating as the Dieppe Fire Department), in collaboration with the City's Operational Division, is seeking to purchase one (1) only new 2025 model year Fire Pumper Truck.
The Pumper must be custom-built and have a Cummins L9-EPA 2024 with 1500 GPM (1250 IGPM) pump, and foam proportioning system.
In 2024, a replacement was ordered for Engine 21 (2005), which was originally scheduled for replacement in 2026. The new engine is expected to arrive in late 2026 or early 2027. However, before its delivery, the Dieppe Fire Department discovered that Engine 21's frame was delaminating, rendering it unsafe for operation and requiring its immediate retirement. As a result, the department now faces a shortage of one engine for approximately two years until the replacement is completed and
delivered.
Currently, Tanker 23 (2008) is the only available reserve apparatus with pump capabilities and is frequently used as a frontline engine when other units undergo maintenance, repairs, or when multiple calls occur simultaneously. Originally designed for limited use in tanker shuttles and occasional engine operations, its current workload exceeds its intended purpose. As a result, Tanker 23 is unlikely to remain operational until its anticipated end-of-life in 2030. At the current rate of use,
there is also a risk that it may not last until the replacement engine arrives.
The Dieppe Fire Department has identified an urgent need to acquire a new Fire Pumper Truck to address the gap left by the unexpected early retirement of Engine 21. This new unit will serve as a reserve engine once the replacement Engine 21 arrives in late 2026 or early 2027.
Due to the extremely long build times with Fire Apparatus manufacturers, the only option available is to purchase an existing "off the lot" unit, or a unit which is currently "in production". As the number of available "off the lot" or "in production" units grows shorter and shorter due to on-going market demands, and the increasing downtime of the department's existing back-up unit, it is critical that a new Fire Pumper Truck be purchased and put into service as soon as possible.
Over the past several weeks, the Dieppe Fire Department has reached out to a number of custom fire truck manufacturers in an effort to determine if a new Fire Pumper Truck could be secured within the marketplace as an "off-the-lot" unit or a unit currently "in production", and determine what timeline could be expected if a unit had to be manufactured, with the objective of having a vehicle in place as soon as possible.
One (1) supplier, Safety Source has advised their ability to assemble and deliver a Fire Pumper Truck that meets the fire department's current operational needs, including passenger compartment size and overall length, ON OR BEFORE AUGUST 31, 2025. The Safety Source unit is currently "in production", and has been identified as meeting the priority on the cab size, which aligns with existing fleet standards to maintain operational consistency.
The City of Dieppe intends to proceed with the purchase of the fully assembled Fire Pumper Truck from Safety Source Fire, unless other Suppliers can demonstrate their ability to supply and deliver a Fire Pumper Truck which meets or exceeds the City of Dieppe's required delivery date, as well as all operational, functional, and technical requirements, and is within the budget range specified below.
The budgetary allocation for this purchase is within the range of $1,100,000.00 to $1,150,000.00, including freight charges, delivery charges, licensing fees, tire levies, etc.
Alternative component manufacturers are NOT able to be considered at this time, as the makes / models specified are in line with the City's existing fleet of Fire Pumper Trucks, and the City's on-hand inventory of available repair parts and components.
