210017 - Request for Information - Crisis Management Plan Update

PRPA is seeking information from qualified contractors to assess capabilities, approaches, and estimated costs for the revision and modernization of its Business Continuity Plan (“BCP”) and Emergency Response & Preparedness Plan (“ERPP) into a comprehensive Crisis Management Plan (“CMP”).

• Suggested focus areas: Regulatory Evaluation including assessing applicable federal, provincial, and municipal regulatory requirements related to business continuity, emergency response, and crisis management within the port and marine industry
• Reviewing existing BCP and ERPP documents to identify gaps in compliance, operational effectiveness, and alignment with industry best practices

• Developing a modern Crisis Management Plan (CMP) that integrates business continuity, emergency preparedness, and incident response into a single framework that may include separately developed departmental-specific emergency management plans (e.g. Crisis Communication Plan and IT Disaster Recover Plan).
• Evaluating PRPA’s existing emergency response capabilities, resource availability, and its role in coordinating with external emergency response agencies (e.g., Coast Guard, RCMP, Fire Department, Environmental Response Units).
• Establishing clear, scalable emergency response procedures, including communication protocols, escalation procedures, and decision-making frameworks for crisis situations.

• Information about your organization’s experience in business continuity, emergency response planning, and crisis management within the marine, port, or transportation sectors including relevant Canadian regulatory requirements (e.g., Transport Canada, WorkSafeBC, Canada Shipping Act, Marine Transportation Security Act, Canada Marine Act).
• Any relevant information about your organization’s expertise in incident command structures (ICS), emergency operations centre (EOC) planning, and crisis coordination strategies.
