NRFP 5551 - Employee and Family Assistance Program (EFAP) and Virtual Care

ICBC is seeking one qualified, experienced and knowledgeable vendor, or a vendor with subcontractor(s), capable of offering high quality and cost-effective services to ICBC employees and their qualified family members. A Proponent may, subject to the terms of this NRFP, subcontract portions of the services. However, the Proponent is fully responsible for the performance of the entire contract, including performance of its subcontractor(s).

ICBC currently offers a short-term solution-focused EFAP to approximately 6,350 employees (approximately 22% Management & Confidential (M&C) and 78% Bargaining Unit (BU)) and their eligible dependents. Specialized mental health programs are also offered to employees who meet intake criteria for depression or trauma. For M&C, we are seeking an Enhanced EFAP Model and Virtual Care. The potential inclusion of the enhanced services (i.e. Enhanced EFAP Model and Virtual Care) for BU employees will be determined at a later date, subject to negotiations between ICBC and the Union. Therefore, from the start of the contract, ICBC may require, and potentially for a temporary or full period, two separate solutions, to be defined in more details in the Main Document of this NRFP.
