NPP 1220-2025-3746 - Notice of Planned Procurement - NPP 1220-2025-3746 - Highstreet Transit Exchange Project - Construction Services

The City of Abbotsford is issuing a Notice of Planned Procurement to advise potential Contractors that the City plans to conduct a Request for Proposals procurement process for construction services for the Highstreet Transit Exchange project.

The Highstreet Transit Exchange, located along the Highstreet Access Road between Mt Lehman Road and Cardinal Avenue, currently has two bus stops servicing both local and regional routes. The City of Abbotsford has partnered with BC Transit to expand this to five bus bays and provide further amenities such as a multi-use pathway, a public plaza, and a BC Transit Operator Washroom building. Highstreet Mall is accessed from the south side of the Highstreet Access Road, and the new Highstreet Village Development is accessible from the north side of the road.

The successful proponent will be responsible for all aspects of construction. Construction must begin by October 14, 2025, achieve substantial performance by June 30, 2026, and total performance by July 31, 2026.

The scope of the work generally contains but is not limited to the following:

1. Road widening to accommodate new concrete bus lane
2. New concrete curb, 2.7m wide concrete boulevard, and 3.3m wide concrete multi-use pathway
3. New public plaza
4. New street furniture and landscaping
5. Supply and installation of a prefabricated washroom building (design-build)
6. Supply and installation of an irrigation system for landscaped areas (design-build)
