217722 - Capital Region Indigenous Engagement and Facilitation

The Capital Regional District (CRD), on behalf of participating local governments within the Capital Region, is seeking a contractor to support the development and implementation of a regional Indigenous engagement strategy for emergency management. This initiative is driven by the requirements of the  Emergency and Disaster Management Act (EDMA) and aligns with the  Declaration on the Rights of Indigenous Peoples Act (DRIPA) and  UNDRIP by ensuring meaningful consultation and collaboration with the 19 Indigenous Governing Bodies (IGBs) with traditional territory on southern Vancouver Island.

The selected contractor will organize, facilitate, and report on engagement sessions between participating  Local Government Emergency Program Advisory Commission (LGEPAC) members and IGBs, ensuring culturally appropriate and effective participation. Deliverables include a comprehensive engagement report with findings and recommendations that support compliance with EDMA requirements and enhance regional emergency preparedness. This contract presents an opportunity to contribute to reconciliation efforts while strengthening regional resilience through collaborative emergency management planning.
