Notice of Intent to Award a Contract

The City of Abbotsford (Abbotsford International Airport) intends to award a contract to AVIA NG Inc. for engineering consulting services to support the rapid development of the RESAs scope and delivery, including pre-construction, construction oversight, and post-construction verification.

Background

Abbotsford International Airport is required by regulation to implement RESAs on Runway 07-25 by June 30, 2026.

Detailed Design
Tender Phase Services
Construction Phase Services
Post Construction Services

Rationale for Contemplating a Direct Award

The City is contemplating a direct award with Avia NG Inc. for the following reasons:

Technical reasons and prior knowledge - AVIA NG Inc. possesses unique, prior familiarity with YXX Runway 07‑25 and Transport Canada regulatory requirements. Changing suppliers would cause significant inconvenience and duplication of effort, contrary to timely delivery (CFTA/CETA limited tendering provisions).
Urgency and safety compliance - RESA must be installed by June 30, 2026, to meet Transport Canada safety standards. Open procedures for consulting would not meet the required timelines without risking safety and operational disruption (CFTA/CETA, WTO GPA safety/security exceptions).
