AB-2025-07858 - NOI-2025-117 - Notice of Intent to Direct Award - Axon Fleet 3

The City of Grande Prairie ("City") intends to direct award a contract to Axon Public Safety Canada, Inc. For the provision of, an in car video system for the Grande Prairie Police Service vehicles utilized by the community Peace Officers. This decision is based on being in accordance with the New West Partnership Trade Agreement and the Canadian Free Trade Agreement. Under these agreements, exceptions to a competitive procurement are permitted when:

a. The goods or services can only be supplied by a particular supplier due to exclusive rights, technical compatibility, or absence of competition for technical reasons; and
b. The procurement is necessary to ensure compatibility with existing products or to maintain specialized services.

Axon meets these criteria due to its proprietary integration and its alignment with the City’s existing Axon infrastructure. Utilizing Axon Fleet 3 will provide direct integration with Axon Records, allow for operational and workflow efficiency, provide evidence integrity and reduced data governance risk. Any alternate solutions would require customization, additional support contracts, and ongoing integration maintenance, increasing both cost and operational risk, as only Axon Fleet 3 is fully integrated with Axon Records.
