AB-2026-00790 - RFP 26-003 Civil Engineering Services Prairie Gateway Final

Rocky View County (the “County”) is advancing the Prairie Economic Gateway (PEG), a large-scale, multi-phased employment and industrial development area intended to support regional economic growth, investment attraction, and long-term job creation. The PEG is planned to be developed in phases over a multi-year horizon and will require the staged delivery of major municipal infrastructure, including water supply, wastewater conveyance, and supporting utilities. To enable the orderly development of the PEG and ensure alignment with regional servicing strategies, the County intends to design and construct a new potable water reservoir and a new wastewater lift station, including all associated mechanical, electrical, structural, civil, and off-site connections. The facilities are anticipated to ultimately connect to regional systems operated by the City of Calgary, subject to applicable agreements, approvals, and servicing standards.

The proposed infrastructure will be designed to:
• Support initial PEG development while allowing for future expansion as subsequent phases are constructed.
• Align with County servicing standards, lifecycle cost considerations, and long-term operational efficiency.
• Be scalable and adaptable to future demand, regulatory changes, and potential regional servicing arrangements.

The County anticipates that this project will proceed through preliminary design, detailed design, tendering, and construction management, with the objective of achieving tender-ready designs by the end of 2026 to support construction commencement in spring 2027, subject to funding approvals and Council direction. The successful proponent will work closely with County Administration, Utility Services, regional partners, and other retained consultants to deliver coordinated, cost-effective, and technically robust infrastructure solutions.
