1. Purpose of an Advance Contract Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of requirements and sole source justification

The Defence R&D Canada, Suffield Research Centre under the Department of National Defence requires two (2) GeneFluidics Helios electrochemical reader systems for developing a portable identification platform using either gene probe or antibody-antigen recognition.

The system will be used to test and evaluate the feasibility of a handheld immunological identification platform for technical use required by the Department.

Minimum Essential Requirements

The following specifications of the GeneFluidics Helios electrochemical reader system are critical functionalities required by DRDC, Suffield Research Centre. Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system meets the following requirements:

A research-grade, commercially available 16-channel potentiostat allowing for testing multiple

analytes simultaneously with duplication and positive and negative controls. - Maximum dimensions: 10" x 7" x 2" for handheld application and ease of use with one hand. - System must contain 16-sensor chips compatible with electrochemical sensing and the flexibility

for users to choose different types of pre-functionalized sensor chip for easy immobilization of

antibodies and/or DNA probes. - Error limit of
