Introduction The Department of National Defence Royal Military College (RMC) Saint-Jean have a requirement for the supply of a portion of the teaching staff required to support one of the two college programs offered at the RMC and other associated services such as: services in support to the registrar; services of an individual pedagogical advisor; evaluate the academic files of the student registered at the RMC Saint-Jean and admit them in the revelant college program; register the student files with the MELS; evaluate and approve the teachers course plans in the two programs; grant the credits for the course that were successfully completed by the students registered in the college program; issue cumulative report card in the name of the students registered; ensure that the clients programs satisfy the requirement to obtain a college diploma as required by the MELS; and recommend the issue of a college diploma to the students that satisfy all the requirement.

The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to the CEGEP Saint-Jean-sur-Richelieu, 30 Blv. du Séminaire, Saint-Jean-sur-Richelieu, Quebec, J3B 7B1, Canada.
Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
Background The Department of National Defence RMC Saint-Jean requires that the above mentionned services be delivered starting in August 2013.

Justification for the Pre-Selected Supplier This supplier is the only known source of supply of required goods meeting the above-mentioned minimum essential requirements.
Statement of Capabilities Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Officer identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The closing date and time for accepting statements of capabilities is May 29, 2013 at 2:00 PM EDT.
The file number, contracting officer's name, and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. As it is intended to proceed in a timely manner, responses received after the closing date will not be considered.
Responses received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation. Your written response must provide sufficient evidence (e.g. specifications, technical data, drawings, or any other proof) that clearly demonstrates that your product or service is capable of fulfilling this requirement.
Suppliers that have submitted a response will be notified in writing of PWGSC's decision to continue with the non-competitive procurement or to compete the requirement.
