Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Requirement
The Department of National Defence (DND) in Springbrook, Alberta has the requirement for a Standing Offer for the provision of meals, snacks, accommodations and training facilities (parade square, classrooms etc.) on an as requested basis during the off-season for an estimate of forty (40) and up to (200) cadets and commanding officers.
The contractor is required to provide all the labour, materials, equipment, tools and supervision to carry out this work.
All food preparation areas must meet and maintain minimum certification and approvals as per Industry Standards to maintain cleanliness and order and to meet all applicable public health standards in Alberta.
2. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
1. Capable of providing all labour, materials, equipment, tools and supervision to provide meals, accommodations and training facilities for up to two hundred cadets and commanding officers.
2. All food preparation areas must meet and maintain minimum certification and approvals as per industry standards to maintain cleanliness and order and to meet all applicable public health standards in Alberta.
3. Be within 20km of Springbrook, AB.
3. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement:
- Agreement on Internal Trade (AIT)
4. Justification for the Pre-Identified Supplier
The pre-identified Supplier is within 20 KM of Springbrook, AB, and was the only supplier found when this requirement was tendered in the past. They have the capability to provide the requirements of the SOA.
5. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6 (d)
Only one person is capable of performing the work.
6. Period of the proposed contract or delivery date
The proposed contract is for a period of one year, from June 12, 2105 to March 31, 2016, with one additional option period from April 1, 2016 to March 31, 2016.

REQUIREMENT:
Public Works and Government Services Canada intends to enter into a sole-source contract with The Synod of Two Diocese of Montreal, Montreal, Quebec for the services of Protestant Chaplain.
The services will be provided to Veterans Affairs Canada, Ste-Anne's Hospital, Ste-Anne-de-Bellevue, Quebec, during the period from 01 September 2012 to 31 March 2013, with an option period from 01 April 2013 to 31 March 2014.
The reason for single tendering is:
Government Contract Regulations (GCR) - Section 6 (d) of the GCR is being invoked in this procurement as only one person or firm is capable of performing the contract.
The service provider must provide the services of a Protestant chaplain, who will deliver pastoral care, provide religious services and sacramental ministries as appropriate, conduct religious education activities community interpretation and integration of chaplaincy in the institution.
The attendance expected from the Chaplain is a presence in the Ste-Anne's hospital, 5 days a week and availability on call 24 hours - 7 days a week.
This requirement is not subject to the Trade Agreements

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.
However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any procurement.
