DESCRIPTION OF REQUIREMENT:

The required services may include, but are not limited to the following:

Develop technical architectures, frameworks and strategies, either for an organization or for a major application area, to meet the business and application requirements

Identify policies and requirements that drive out a particular solution

Analyze and evaluate alternative technology solutions to meet business problems

Ensure the integration of all aspects of technology solutions

Evaluate hardware and software relative to their ability to support specified requirements and, by determining potential and actual bottlenecks, and improve system performance through recommended hardware changes

Review computer software systems and data requirements as well as communication and response needs and determine operating systems and languages needed to support them

DURATION OF CONTRACT

The period of the Contract is from October 1, 2019 – January 30, 2020 inclusive.

EVALUATION PROCESS AND SELECTION METHODOLOGY

Mandatory Technical Criteria

Refer to Attachment 1 to Part 4 for Mandatory Technical Criteria requirement.

Point Rated Technical Criteria

Refer to Attachment 1 to Part 4 for Point Rated Technical Criteria Tables. Point-rated technical

criteria not addressed will be given a score of zero.

Financial Evaluation

Pricing will be scored based on a relative pricing formula using the rates set out in the Basis of Payment (see 6.7.1). Each bidder will receive a percentage of the total possible points allocated to price for the particular category it has bid on, which will be calculated in accordance with the following formula:

Lowest price ÷ proponents price x weighting = proponent’s pricing points.

To be declared responsive, a bid must:

Comply with all the requirements of the bid solicitation

Obtain the required minimum of points per category for the technical

evaluation criteria which are subject to point rating.

Bids not meeting (a) or (b) will be declared non-responsive.

The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 20 % for the technical merit and 80 % for the price.

To establish the technical merit score, the overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 20 %.

To establish the pricing score, each responsive bid will be prorated against the lowest evaluated

price and the ratio of 80 %.

6. For each responsive bid, the technical merit score and the pricing score will be added to

determine its combined rating.

7. Neither the responsive bid obtaining the highest technical score nor the one with the lowest

evaluated price will necessarily be accepted. The responsive bid with the highest combined rating

of technical merit and price will be recommended for award of a contract.
