Services to be Provided
• Conduct visits to the ACTL Project site as necessary to provide assurance that the preconditions for payment have been met as indicated in Part Two of this Appendix A, and detailed in the CCS Funding Agreement and Consent and Acknowledgement Agreement. Timing and frequency of visits would be established in advance through consultation with the Province, Enhance, Wolf and North West. It is expected that the Contractor will conduct at least one site visit for each Enhance and Wolf facility, as well as North West.
• Contact and coordinate with representatives from Enhance, Wolf, and North West (list of key contacts to be provided by the Province) to access and/or clarify the required documentation to complete the certifications.
• Review documentation relating to the successful completion of conditions as indicated in Part Two to this Appendix A, and detailed in the CCS Funding Agreement and Consent and Acknowledgement Agreement.
• Conduct meetings in person or via teleconference at a frequency to be determined upon initiation of the Project or at the kick-off meeting to discuss the status of the Project or address any issues.
The Province reserves the right to amend the scope of the Services at a later date to include additional related input or scope parameters, should the need arise due to a change in business requirements.
Substantial Completion and Commercial Operation
The Contractor will provide third party assurance to the Province that Enhance has achieved Substantial Completion, and that Commercial Operation has been achieved by Enhance/Wolf, and North West. The certification work will be divided into two separate certifications:
• A certification that Enhance/Wolf have met the conditions for Substantial Completion and Commercial Operation, and
• A certification that North West has achieved the conditions necessary for Commercial Operation.
A. Certification of Substantial Completion and Commercial Operation (Enhance and Wolf)
The conditions that Enhance/Wolf must meet to achieve Substantial Completion, and Commercial Operation, are set out in the terms of the Consent and Acknowledgement Agreement and the CCS Funding Agreement. Additional information on these conditions is provided in Section 6 of Appendix A. Detailed information about the required conditions will be provided to the successful Contractor.
As part of this certification, the Contractor will verify that all project facilities in place at the time of Commercial Operation have been constructed to the appropriate design specifications. For example, the Contractor will verify that:
Enhance Facilities
• The injection facilities and storage sites are completed.
Wolf Facilities
• The Nutrien capture facilities are constructed and ready to compress CO2.
• Compression facilities at the North West site are ready for start-up.
• The pipeline is constructed and ready to transport CO2.
Previous certifications by a third party firm have confirmed that more than 50 per cent of the Enhance and Wolf project components have been completed. Additional information about the completed and required work will be provided to the successful Contractor.
B. Certification of Commercial Operation (North West)
The conditions that North West must meet to achieve Commercial Operation are set out in the terms of the Consent and Acknowledgement Agreement and the CCS Funding Agreement.
