.1 Red Deer Public School District #104 is requesting proposals for Mechanical Engineering Consultant Services. The agreement will come into effect on the first day of contract and shall remain in effect three (3) years later.
.2 The intent of this Request for Proposals (RFP) is to solicit Proposals from Proponents to provide Mechanical Engineering Consulting Services for designs, complete projects or mechanical assessments at various schools and HVAC systems. In accordance with the procurement and contracting requirements described in this RFP, the following is expected.
.1 Assessing Present Conditions
? Review existing drawings and specifications, interview facilities and site personal, review past repairs that have been carried out by local contractors and visit the sites to investigate. From the above information, accurately determine the scope of work required, and to prepare a cost estimate. Review all details and dimensions necessary to develop the specification documents and detail drawings.
.2 Tender of Project
? Prepare a set of technical specifications, detail drawings, and contract documents suitable for tender package, outlining the work to be performed.
? Review the draft specifications and contract documents with the owner and incorporate the owner’s comments and/or revisions as appropriate.
? Provide a Pre-tender Estimate.
? Attend and facilitate a pre-tender meeting on site with a group of qualified bidders, as required. Issue addenda to the tender documents, as required.
? Review the bids received as requested by the owner and provide written recommendations for contractor award.
? Prepare an Evaluation Criteria Report.
.3 Contract Administration and Site Visit Reviews
? Coordination of a Start-Up Meeting with the successful contractor(s).
? Periodic reviews of the work will be undertaken through the construction period. (Including the site start-up meeting and the final inspection, a minimum of 8 site visits should be allowed for).
? Review all progress payments from the contractors prior to payment.
? Contract closeout, including transfer of Warranty documentation if applicable.
? A final inspections to be conducted jointly with Red Deer Public School District #104 staff, the Contractor and the Consultant.
.3 Presently, Facility Services provides maintenance support to 26 facilities of various sizes (see Appendix A).
.4 Consulting services are expected to be conducted and reported in a timely fashion.
.5 Work will be assigned to successful Proponent by contract.
.6 The successful Proponent will give all the notices and obtain all the licenses and permits required to perform the work and must comply with all the laws applicable to the work or the performance of the contract.
.7 The successful Proponent will comply with the provisions of the Workers Compensation Act, and, upon request, deliver to RDPSD a certificate from the Workers Compensation Board showing that the Proponent is registered and in good standing with the Board if the Workers Compensation Act applies.
.8 The successful Proponent will obtain and submit all Criminal Record Checks, Vulnerable Sector Checks and a Child Intervention Checks for all employees that will have access to our facilities to commence the work stated in this RFP.
