120401 - PUBLIC ENGAGEMENT: TRANSPORTATION NETWORK SPEED REVIEW

The City of St. Albert (City) is requesting proposal packages from qualified, and specialized professional communications and public engagement firms, with proven experience in developing public surveys conducting resident engagement and reporting back on results. The intent of this RFP is to hire a full-service firm to provide services required to develop questions and an engagement plan (that meets current conditions of public gathering restrictions or utilizes remote / online engagement techniques to deliver a broad representation and inclusive involvement of various demographics of residents of St. Albert), perform the finalized engagement plan and report back on results of feedback received. Involvement in a municipal Council meeting to present results of the survey may be required, however, is provisional at this time.
This engagement is focused on sharing information collected and reported on by the City in relation to a Traffic Bylaw update and to seek public feedback on recommendations proposed to amend the Traffic Bylaw. A Transportation Network Speed Review was completed in 2019, with the results presented to City Council in 2020. The Review encompasses an engineering evaluation of the City’s posted speed limits and includes internal stakeholder feedback (from City Departments) but did not include any formal public engagement. The purpose of this project is to engage with St. Albert residents and share recommended changes to posted speeds and receive feedback that may inform on final recommendations to Council for changes.
