Description

The objective of this RFB is to establish a two-year, single-vendor, mandatory-use, enterprise-wide Vendor of Record (VOR) arrangement for Courier Services for the Ontario Public Service (OPS) and optional for non-OPS Entities across the province.
The Ontario Government requires one Vendor with the necessary experience and infrastructure to perform Courier Services throughout the Province of Ontario, nationally (to anywhere in Canada), the United States and all other international destinations.
The Vendor is required to provide all related goods and services that serve as infrastructure for courier operations including but not limited to packaging supplies, shipping documents, on-line and high-volume shipping systems, track and trace, proof of delivery, insurance and liability, customer support and contingency planning.
Courier Services are widely used throughout the Ontario Government and are critical to OPS and Non-OPS Entity operations.
Scope of Work
Next day or best available courier services include items that are generally packaged in envelopes, packs or pouches (polybags), cartons, boxes, coolers and bundled skids.
The Ontario Government requires Courier Services in everyday operations, and requires the shipping of items including but not limited to:
1) Controlled substances for law enforcement and adjudicative agencies;
2) Dangerous goods, such as firearms;
3) Time and temperature sensitive samples and specimens for laboratory testing;
4) Electronic equipment and devices; and
5) Time-sensitive and confidential documents (including court documents).
The Clients’ reasons for choosing Courier Services over regular mail services include:
1) Speed and consistency of delivery;
2) Track and trace capabilities;
3) Proof of delivery and receipt (recipient signature); and
4) Legal requirement for signature upon receipt of shipment.
