Notice is hereby given by the City of Vancouver ("City") of its intent to contract with Invoke Media Inc. for the provision of Adopt-a-City subscription based software service (SaaS) for the Snow Angels and Adopt-a-Catch Basin programs.

The Adopt-a-Catch Basin program is a map based web application that supports the adoption
process of City catch basins by residents or business groups (https://adoptacatchbasin.ca/).

The Snow Angels program will provide an interactive map for volunteers to be able to self
identify and "adopt" which locations they can assist with snow removal. The program will match volunteers with residents requiring assistance during a snowfall and provide the ability for city coordinators to communicate with volunteers to message target areas/neighbourhoods, or advise more assistance is required.

Invoke developed the original Adopt-a-Catch Basin program for the City based on open source
code that is no longer being updated and is expensive to maintain. Invoke has created a more
robust solution that expands on the previous features with an improved user interface and will provide a more sustainable solution that is kept current for coding & security standards.

The Adopt-a-City platform was developed by Invoke with a flexible framework and a more generic platform that can allow for additional things to be adopted with configuration, rather than coding, at a low additional cost. The common platform will encourage expansion of new adopt programs as existing users will see the new additional options. The existing catch basin users will not need to create a new profile on a new platform (about 3,400 adoptions currently).

TERM: 3 years with the option to extend for five additional 1-year terms

The contract is valued at approximately $11,200 per year. There is a one-time customization fee for the development of the Snow Angels program of $19,500.
