Notice is hereby given that BC Cancer- Vancouver, 600 West 10th Avenue Vancouver, as part of Providence Health Care, through their collective agent Provincial Health Services Authority ("PHSA"), intends to directly award a Contract to the following supplier to provide Qty.1 set of parts for TR 19 Cyclotron, including installation for BC Cancer- Vancouver for a one-time purchase at an estimated value of $179,273.50 CAD plus taxes.

In accordance with applicable trade agreements PHSA, as agent for Providence Health Care, has chosen not to proceed with a competitive process for the following reason :
· to ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative
Rationale
The TR19 Cyclotron was installed in 2009 by Advanced Cyclotron Systems Inc. (ACSI), a locally based company from Richmond, BC. The same company also holds annual service agreement for the maintenance for this machine. For the next year (2021), more extensive maintenance is planned, and the shutdown period will be 2 weeks. The purpose of this extensive maintenance is to reduce downtime throughout the year. Replacement of vital cyclotron parts is planned. These parts are proprietary and custom made by ASCI, and cannot be purchased from any other company. Without the procurement of these parts from ASCI the operation of a critical piece of technology could be in jeopardy and critical health care services would be at risk.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Tobias Brunner by email before 2:00pm Pacific Time, December 4, 2020. PHSA will review any and all issues received by this date and provide due consideration to each objection.
