The City of St. Albert is an urban municipality of approximately 66,800 residents located
immediately adjacent to the northwest border of the City of Edmonton. St. Albert is
primarily a residential community with a mixture of both old and newer areas, as well as
two light industrial parks, commercial areas and numerous recreational parks.
Kingsmead Park is a 2.3ha parcel in the Kingswood neighborhood in the east of the City
of St. Albert. The parcel has been subdivided and districted as Park (P) under the City’s
Land Use Bylaw. The Site is located on the Pineview II/Kingswood Area Structure Plan
found on the City website at:

The site currently has residential development to the north, Kingswood Boulevard to the
west and surround to east and south with agricultural lands. The agricultural lands
around the site are not included in the scope of the project. Development of these lands
is not within the foreseeable future.
Municipal reserve in the City of St. Albert, is developed as directed through the
Municipal Development Plan (MDP), Land Use Bylaw and Engineering Standards, The
City provides amenities and features to support active and passive use of the parks and
open spaces, including playgrounds, outdoor rinks, sport fields, sport courts, trail
connections, fitness stations, seating areas, etc. in alignment with the Parks and Open
Spaces Standards and Guidelines.
The City has already completed several steps to develop this site including:
• Redistricted it to Park use, with subdivision in progress.
• Completed a preliminary conceptual design of the park space. (Appendix C)
• Completed a preliminary geotechnical investigation for soil condition.

• Completed a topographical Survey of the Park space, adjacent lands and roadway
It is imperative that both the design and construction for Kingsmeade Park be
completed in 2021. This deadline is tied to the use of grant funding and cannot be
altered or changed.
The proponents will be required to submit full costing to detailed design, participating
and providing support on two public and one internal/stakeholder engagement session,
providing IFT documents for two tenders (playground and full park construction),
construction administration/management and project close out.
The construction management component is considered as provisional and maybe
delete/removed from the scope of work at the discretion of the City.
The design components including all aspects required for the overall site design and
site components shown generally on Appendix C and including but not limited to:
• Grading plan
• Underground utilities
• Asphalt trail
• Traffic calming measures

• Social hub structure including warming element (infrared or similar)
• Multi-use sport court
• Outdoor ice rink
• Playground and natural play structures
• Landscaping (naturalized and maintained)
