The City of St. Albert is requesting proposals from qualified, licensed, and professional
consulting firms to provide engineering services for the Sturgeon Heights Reservoir and
Pump Station Replacement and Decommissioning project.
The successful proponent will be responsible for concept development options,
stakeholder and public engagement, cost estimates, preliminary detailed design, sitting
of a new facility and a decommissioning plan for the existing structure. A requirement of
the project is stakeholder and public engagement to determine the final design.
This is a multi-phased project that will include the preliminary design, detailed design
and construction management.
The intent of Phase 1 is to do preliminary design, hydraulic modelling, and cost estimate
of a new reservoir and pump station. The plan is for the new facility to be built behind
the existing reservoir and pump station in Salisbury Park. Once construction is
completed the decommissioning of the old facility would take place. Design and
construction management services would additionally include the decommissioning and
demolition plans for the existing structure and final remediation design.
In addition, the successful proponent will be responsible for the Sturgeon Heights
Reservoir fill line condition assessment and recommendations for long term reliable
filling capabilities
The goal of the project is to build a facility that unlike the existing concrete reservoir and
pump station, but rather blends into the natural environment and is architecturally
appealing to the surrounding residents and park users. The new reservoir and pump
station facility must fit into the park like surroundings and provide for a usable park
space. Decommissioning plans must include landscape restoration of the existing site.
The intent of the restoration is to construct a usable green space in place of the existing
reservoir and pump station in consultation with the school board and internal and
external stakeholders.
The reservoir will stay in service while the new one is being constructed. A preliminary
review of the site and adjacent City land has determined that there is enough space to
build the new structure adjacent to the old one.
The City has completed SCADA standards for all components. The new reservoir and
pump station facility would be required to meet the SCADA standards for the City.
Please note that Salisbury Park is highly used and visible by a variety of users,
residents and is adjacent to homes and school thus community consultation and
engagement will be a key aspect to the preliminary design portion of the project.
