The Shadow Mountain Development (also known as Rivers Crossing, but will be referred
to as Shadow Mountain) was brought into the City of Cranbrook's Municipal Boundary in
October 2007. Shadow Mountain is a 350 hectares (865 acres) strata style development
that is located at the north end of Cranbrook on the banks of the St. Mary's
River. It is centered on an 18-hole championship golf course and is designed to be an
inclusive lifestyle community, providing choice in housing classification and tenure,
complemented by outdoor recreational opportunities.
Shadow Mountain is divided in two parts by Highway 95A. It consists of the West
Development Units (located on the West side of Highway 95A) and the East Development
Units (located on the East side of Highway 95A). Housing classifications include Single
City of Cranbrook
Family Residential District (Small Lot); Single Family Residential District (Estate); and Multiple Family Development District. There is an area zoned in the West Development Units as a Neighborhood Commercial District to provide daily convenience shopping needs of the local area residents. Details on the density of each development unit and housing
classification is provided in further detail in Section 2.2 of this RFP, and can be found in
the City's Official Community Plan and Zoning Bylaw. The golf course is approximately 93 hectares and is located on the West and East sides of Highway 95A. The West and East sides of the golf course are linked together by a tunnel underneath Highway 95A. The golf course is home to a restaurant,clubhouse, proshop, and washroom facility.
Shadow Mountain is connected to the City of Cranbrook's Water Distribution System, but is not connected to the City's Sanitary Sewer System. Currently, two holding tanks store Shadow Mountain's wastewater and a truck is
used to haul the wastewater to the City's Wastewater Treatment System. Shadow
Mountain's holding tanks and truck/haul system has reached its maximum capacity, and
in order to continue development at Shadow Mountain, the neighbourhood is required to
be connected to the City's Sanitary Sewer System. The City's closest sanitary sewer main
is located at Mennie Road, approximately 2.2 kilometers from the Southern Boundary of
Shadow Mountain.
The purpose of this RFP is to complete an offsite sanitary sewer design that will meet the
capacity and needs of the Shadow Mountain development, and tie the development into
the City's sanitary sewer main located at Mennie Road. The City is also requesting for
proposals to include contract administration and field services for the tendering and
construction of the sanitary sewer system.
Funding mechanisms for construction are currently under review. Pending the funding
approval, construction is anticipated to begin in Fall 2021 or Spring 2022.
