Description

The purpose of this Request for Proposal (RFP) is to solicit submissions from qualified firms to assign a suitably qualified individual to provide Electrical Engineering Support Services as the RDN's Owners Representative to support the delivery of brownfield projects at the Regional District of Nanaimo.

SCOPE OF SERVICES The RDN is seeking a consultant who: • Can provide part-time, as-and-when requested electrical; instrumentation and process control (EIC) engineering support to facilitate the planning and execution of multi-discipline brownfield projects in an operating process plant environment, including:
o Liaising between RDN staff, crews, engineering consultants and contractors;
o EIC scope development for projects;
o Review of EIC on behalf of the RDN for deliverables submitted by design consulting engineers on projects;
o Performance of field reviews to monitor progress and ensure substantial adherence to the project contract requirements;
o Recordkeeping, including photographs and documentation;
o Progress monitoring and periodic reporting;
o EIC engineering support to the RDN on projects and operational and maintenance items;
o Support the RDN in the development of relevant EIC standards to support safety; quality, and consistency in the design; construction and operation of RDN facilities;
o Travel to the associated job site(s) within the RDN.
