Description

The Ministry of Natural Resources and Forestry is seeking the provision of Insecticide and an end-to-end aerial spray operation for approximately 70,000 hectares of jack pine forests to control a jack pine budworm outbreak in Northwest Ontario.
Scope of Work
Jack pine budworm causes defoliation which results in growth loss and tree mortality. Widespread deforestation can negatively impact forests and humans. These negative effects include:

- Increasing the incidence of forest fires in and around neighbouring communities; and
- Harming economic opportunities for Indigenous and non-Indigenous communities.

The Ministry’s mandated activities include protecting the public from natural disasters including forest fires and promoting economic growth and job creation by supporting the forestry industry. Managing the jack pine budworm population through aerial spray operations is therefore an important Ministry project which the Ministry has undertaken in various calendar years based on scientific advice.

Experts have recommended that the Ministry implement a spray operation in 2021. As a result, the Ministry is seeking a vendor to conduct the end-to-end spray project, including the acquisition and provision of the Insecticide. The Ministry expects to execute the contract in April 2021 and begin spraying work in early June 2021.

The operation will be based out of the Dryden Municipal Airport in Dryden, Ontario. The targeted spray areas comprise 70,000 hectares all within 200 km of the municipality of Dryden.

The project will include:

- purchasing the Insecticide;
- preparing a Safety and Security Plan, aircraft documentation, pilot documentation, and flight transects;
- providing adequate human resources and aircraft;
- demonstrating calibration of systems and capabilities of staff; and
- delivering the aerial spraying services.
