Description

This Advance Contract Award Notice (“ACAN”) is issued by Ministry of Transportation (MTO) for the purposes of soliciting Statement of Capabilities from Suppliers.

Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following requirements:
• Experience:
• A minimum of 20 years experience conducting research at an accredited university level academic institution in vision and driving safety and performance;
• A minimum of 100 published scientific articles indexed in PubMed, a leading scientific research database, over 50 of which are on the topic of the impact of vision and visual dysfunction on driver safety and performance;
• Continuous funding from a federal agency in Canada or the United States for over 20 years;
• Books or prepared chapters on vision and driving as well conference publications;
• Completed naturalistic driving studies on identifying vision problems and eye conditions that elevate motor vehicle collision risk; and
• Participation on Committees that determine vision fitness to drive standards;
• Knowledge and understanding of Ontario’s policies on driving with visual impairment ;
• Academic and employment qualifications: a PhD from an accredited degree-granting university in the field of experimental psychology focusing on visual perception, as well as advanced, graduate-level training in epidemiology, and an appointment as a Professor in Ophthalmology at an accredited university-level institution with extensive professional affiliations in investigative ophthalmology and visual science;
Scope of Work
The Ministry of Transportation (MTO) requires the services of an Expert Consultant for the Development of a Commercial Vision Waiver Program.
