Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.
Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Please refer to SI06 Submission of Bid for additional details. Bidders should also note the requirements set out in SI05 Bid Security Requirements and that only electronic bid bonds will be accepted as bid security.
A scanned copy of a bond does not constitute an electronic bond. Certified cheques, bank drafts, standby Letters of Credit and hard copy bid bonds will not be acceptable.

SCOPE OF WORK: The Interim Repair of Counterweight project is located on Hwy 2 Lasalle Causeway in Kingston ON.
The Counterweight made of concrete is part of the Bascule bridge. It weighs about 1,200,000 lbs, is over 100 years old and needs to be strengthen as an interim measure to continue operation of the Bascule Bridge till a full rehabilitation can be implemented in the near future.
The work consists primarily of manufacturing of corner protection for steel cables, installation of debris netting and multiple wire rope over the debris netting.
The wire ropes (about 26 wire ropes) are equally spaced (about 280mm or11) over the length of the counterweight and are individually tensioned with eye to eye turnbuckles. This project is challenging for experienced Journeymen/Millwrights.
It is anticipated that a full road closure is required and the work will have to be done during nighttime.
OPTIONAL SITE VISIT 1. There will be a site visit on March 18, 2021 at 10:00AM.

Site Visit Plan Bidders will meet at LSC 385 Ontario St., Kingston, Ontario. Departmental Representative will take attendance. Bidders will not need to enter the office building to view existing conditions at this location.

COVID-19 Precautions Only one bidder from each company permitted, to a maximum of 10 people including PSPC or other representatives. Wear a Non-medical masks/face covering at all times while outside of vehicle. Maintain 2m social distancing at all time. Attendance will be taken by Bidders announcing their name and Departmental Representative recording (no list passed around). Bidder self-screening and declaration, that not ill, is required at arrival (see attachment). Avoid social greetings (e.g. shaking hands).
Bidders should communicate with the Contracting Authority no later than 24 hours prior to the scheduled site visit to confirm attendance and provide the name(s) of the person(s) who will attend.
Bidders who do not attend the site visit or do not send a representative will not be given an alternative appointment.
Within the Invitation To Tender, the Crown sets out the project requirements, i.e., the particulars of the project itself and the broad scope of work required from the contractor. The Contractor must perform and complete the Work within Four (4) weeks from the date of notification of acceptance of the offer.
