The Ministry of Community and Social Services, Contract and Procurement Unit is seeking proposals from interested parties to provide a range of CEIS Employment Services for Alberta Vulnerable Women.
Out of this RFP Two (2) separate contracts will be rewarded:
Contract #1: Employment Services for Women Victims of Violence and Sexual Exploitation in Edmonton
Contract #2: Employment Services for Single Mothers in Edmonton.
Proponents may submit one or two separate proposals. Proponents that submit two (2) separate proposals must complete and submit two (2) separate Submission Packages, one for each Service they are proposing to deliver. With an aim of maintaining community capacity, CSS intends to award the two (2) Contracts to two (2) different Proponents (i.e. a different Contractor for each of the two Contracts). Therefore, in the event that a single organization is selected as the sole lead Proponent for both Contracts, the given Proponent will then be required to choose which Service they wish to provide.
Proponents must have demonstrated experience and proven background in providing job search, career and educational planning services to the specific client groups.
Services include the provision of employment preparation Services, a variety of career and employment workshops, and volunteer/work experience placements, all of which will require comprehensive assessments and extensive service management supports that will lead directly to employment.
Payment of contracted Services will be on a Fixed Fee for Service basis. The two contracts are expected to commence on July 19, 2021 for a two-year (2) period plus six (6) months follow-up Services. The Province, in its discretion, will confirm actual start and end dates for the Services upon finalizing the Contracts.
Proposals are to be prepared according to the Request for Proposals (RFP) - Reference Document and Submission Package. The RFP must be obtained from the APC Tendering System.
Questions or concerns about the RFP must be communicated in writing and sent via email to the Contracting Manager using the following email address: carmen.carvajal@gov.ab.ca by 12:00:59 Alberta Time on April 20, 2021. Questions received after this time will not be accepted. Verbal responses to enquiries are not binding on any party. The Province will post all written questions and answers on APC on April 26, 2021.
Proponents must submit submission package/proposal on or before the RFP Closing Date and Time: Wednesday, May 12, 2021 no later than 12:00:59 Alberta Time
