VERSAILLES PARK – PLAYGROUND SUPPLY AND INSTALL
Sealed Tenders, clearly marked as to content, will be received by the Customer Services Department,
Main Floor at St. Albert Place, 5 St. Anne Street, St. Albert, Alberta T8N 3Z9 between 12:00:00 pm and
2:00:00 pm hours local time on April 30, 2021, for the City of St. Albert – Versailles Park – Playground
Supply and Install. The time will be conclusively determined using the National Research Council of
Canada Webclock at http//time5.nrc.ca/webclock_e.shtml.
Tender opening will not be open to the public. The final results will not be released until a contract has
been awarded by the City.
The Work to be undertaken is generally described as: Versailles Park – Playground Supply and Install
in the City of St. Albert and includes approximately:
1. Supply and install of a playground in Versailles Park in the City of St. Albert as specified in the
Instructions to Bidders section of the tender documents:
a. Play space design;
b. Mobilization and demobilization (including site fencing, signage, site safety, pedestrian
accommodation, site restoration, etc.);
c. Design, supply and installation of subsurface drainage system
d. Supply and installation of new playground equipment (including swings);
e. Supply and installation of poured in place rubber surfacing;
f. Protection of existing trees (if required);
g. Site restoration (does not include topsoil and seeding around playground);
h. Warranty of playground equipment, rubber surface and all materials and workmanship.
2. To be tendered, awarded and constructed along the following project timelines, which are
tentative only, and may be changed by the City at any time.
a. Tender Posting – April 9, 2021
b. Deadline for Questions – 5:00:00 pm local time, April 16, 2021
c. Tender Close – 12:00:00 pm – 2:00:00 pm local time, April 30, 2021
d. Contract Award – May 14, 2021
e. Notification to Unsuccessful Bidders – May 14, 2021
f. Project Kick-off Meeting – May 20, 2021
g. Approval of Play equipment order – May 28, 2021
h. Pre-construction meeting – July 20, 2021
i. Construction Start – August 5, 2021 or as site conditions allow
j. Construction Completion – September 15, 2021
3. Versailles Park is located at the intersection of Avenue de Versailles and Rue Villemagne, off of
Giroux Road in St. Albert
Starting 4:00:00 pm, local time, on April 9, 2021, Tender Documents and Drawings may be obtained
from the Alberta Purchasing Connection (APC) and from the Build Works Electronic Plans Rooms
websites. Please be aware that it is the Bidders responsibility to obtain any and all addenda from the
websites if the original contract documents are obtained from either the Alberta Purchasing Connection or
Build Works Electronic Plans Room.
Bidders are completely responsible for ensuring that their bids reach the correct final location prior to the
bid submission deadline. Fax, email and other non-hard copy forms of bids or amendments WILL NOT
be accepted.
A bid bond or certified cheque for the amount of ten percent (10%) of the Tender Price is to accompany
each Tender. Submission of a Tender by the Bidder gives the City the right to require the Bidder to
execute the Contract and to perform the Work as set out within the Tender Documents. Tenders may not
be withdrawn at or after the Tender submittal deadline and will be irrevocable and open for acceptance by
the City for a period of sixty (60) days following the Tender submittal deadline.
The bidder acknowledges and will be willing to accept the role of prime contractor pursuant to the
occupational health and safety act requirements and by submission of a bid acknowledges that it has the
capability of fulfilling this requirement.
The City reserves the right, without prejudice, to reject any or all Tenders.
