This Request for Proposals (the “RFP”) is an invitation by Strathcona County (the “County”) to prospective entities (each, a “Proponent”) to submit proposals for Integrated Project Delivery (IPD) Team – Electrical Consultant and Electrical Contractor (“Electrical Team”) for the Indoor Fieldhouse, as further described in Section A of the RFP Particulars (Appendix A) (the “Deliverables”).
The County is looking to engage an experienced and innovative Electrical Team which possesses the skills and experience required to join the County’s Integrated Project Delivery Team (the “IPD Team”) to design and construct a new Indoor Fieldhouse located in Strathcona County (the “Project”). In this RFP, “Team Member” means each member of a Proponent’s team that will constitute the Electrical Team and who will provide the electrical design and construction needed for the Project and which must include the following entities: a electrical engineering consultant and a electrical contractor (trades). The selected Proponent’s Team Members shall undertake the electrical portion of the Project, fulfilling both the consultant (engineering) and electrical contractor (trades) roles and responsibilities. For the purpose of this RFP, the terms Team Members and Electrical Team will be interchangeable.
This RFP is limited to Electrical Teams only. RFP #21.0020 Integrated Project Delivery Team – General Contractor for the Indoor Fieldhouse (the “RFP #21.0020”) to engage the general contractor, RFP #21.0053 Integrated Project Delivery Team – Architect for the Indoor Fieldhouse (the “RFP #21.0053”), RFP #21.0052 Integrated Project Delivery Team – Civil Consultant for the Indoor Fieldhouse (the “RFP #21.0052”), RFP #21.0057 Integrated Project Delivery Team - Structural Consultant and Structural Contractor for the Indoor Fieldhouse (the “RFP #21.0057”), and RFP #21.0055 Integrated Project Delivery Team - Mechanical Consultant and Mechanical Contractor for the Indoor Fieldhouse (the “RFP #21.0055”) have already been issued. Further procurement opportunities will be issued by the County to engage the sub-consultants (engineers) and key sub-trades to build the IPD Team.
It is the County’s intent that once a successful IPD Team is selected by the County through the various procurements for general contractor, architect, engineers and key subtrades, that the IPD Team will enter into a negotiation to finalize a poly-party Project agreement. The form of contract agreement that will be used as the basis for the start of the negotiations is the Canadian Construction Documents Committee (CCDC) 30 attached as Attachment 2 to the RFP (the “IPD Agreement”). The successful Proponent’s Team Members will execute the IPD Agreement. Under this IPD Agreement, the IPD parties will be paid their costs (without profit) plus an agreed amount of profit that is dependent on the IPD Team achieving the overall project targets. Change orders will only be granted for the limited reasons specified in the agreement and there will be mutual liability waivers – subject to some exceptions. The IPD Agreement will require joint, active management by the IPD Team and use of Lean principles and processes to increase value and reduce waste.
