2021-ENVIR-SolidWaste-001 - Town of Nanton Solid Waste Collection & Disposal Services RFP

There are three portions to a potential contract with the Town of Nanton for provision of solid waste handling services:
(1) Solid Waste collection and disposal, consisting of “household waste”
(2) Curbside co-mingled recyclable materials pickup and disposal
(3) Collection of both solid waste and recyclable materials from the Town of Nanton municipal offices, consisting of ‘public/institutional waste’..

Additional Information
In 2020, the Town of Nanton had the following waste statistics:
Solid Waste: 463,000 kg (approximate)
Recycling:106,000 kg (approximate)

Proposals must be for a “cart-based” automated collection system for both solid waste and recycling materials. All proposals must include the cost for the maintenance, replacement, and any associated recordkeeping, of 2 carts per household as a separate line item. It is preferred that carts be barcoded & have RFID identification and that the trucks have camera capability to confirm pickup details.

Carts currently in place are 240L for waste and recycling.

Solid waste must be hauled to the landfill of the Foothills Regional Services Commission, where the Town of Nanton receives a preferred rate of $70/Tonne.

Recycling materials disposal can be to the facility of the proponent’s choice. Please include your preferred facility in your proposal, and the gross cost per tonne for disposal.

The Town shall also consider proposals that are:
• Solid Waste (Garbage) Collection and disposal only
• Recycling collection only
• A joint proposal from two proponents with respective specialization in garbage and recycling collections.
• Submitted by public institutional contracted service providers (e.g. another municipality).

Should there be any value-added services that are included as part of your proposal, please list and describe their benefits to the Town and our citizens.

The Town has long term aspirations to offer an affordable organics collection program. A proponent’s ability to offer such a program in the future would be an asset.
