Proposals shall be submitted by completing this document and placing it in a sealed envelope, clearly marked on the outside, “Public Art Consultant; Attention Controller; 3rd Floor City Hall, 199 Queen Street, Charlottetown, PE, C1A 4B7”, and must be received by the Controller before 2:00:00 pm local time on July 5, 2021. I

The City of Charlottetown invites proposals for a Public Art Consultant to achieve the following objectives:

1. Plan of Action: Develop a plan of action for adding more public art to the City of Charlottetown.
2. Comprehensive Review: Perform a comprehensive review of the goals outlined in the New Arts and Culture Strategy for the City (2013) and the unofficial Arts Advisory Board 2021 Vision Statement: Making Public Art a Priority (2021) reports.
3. Funding Sources: Identify and create a list of potential funding sources, including private and public entities, across Canada and in the Atlantic region, including upcoming opportunities for funding sources tied to events, commemorative opportunities, or other temporary funding initiatives (2023 Canada Games, COVID-19 funding, etc.). Explore additional sustainable funding sources from destination and/or third-party organizations, ie: Tourism Accommodation Levies, “one percent for public art” model, etc.
4. Research: Review how other municipalities have financed and implemented public art strategies. Liaise with representatives from a minimum of five (5) municipalities, both in the Atlantic region and across Canada, to identify and discuss best practices.
5. Stakeholder Interviews: Prepare a discussion guide tailored for and delivered to no fewer than twenty (20) leaders and enablers (levels of government, DMOs, etc.) in the local arts and culture industry. These interviews are meant to a) provide insight into the unique cultural context of Charlottetown and Prince Edward Island; and b) identify potential partners for future public art projects.
6. Final Report: Based on all the information gathered, prepare a final report incorporating all aspects of the project. The report will include an executive summary with key actionable recommendations, a clear and sustainable action plan, measurable and defined goals, milestones, as well as a short and long term road map for Charlottetown City Council with a clear indication of the financial and human resource investment required by the City to accomplish these goals.
7. Report Presentation: Using the research findings, the consultant will present the final report to the Charlottetown Arts Advisory Board and to the Economic Development, Tourism and Event Management Standing Committee.
