Long Lake Provincial Park is located approximately 130km NE of Edmonton, Alberta. This
Provincial Park is on the shores of Long Lake and has a total of 220 camping sites, a mix of serviced
and unserviced sites, which consistently sees high usage (15,000 camper nights/year).
The current dump station was installed in the mid-1980’s and does not meet usage demanded at the
Park’s current capacity. Currently, the Sani-dump collects wastewater in storage tanks and is
pumped/hauled to County wastewater facilities. Alberta Parks is considering a refurbishment of the
Sani-dump and Wastewater facilities within the Provincial Park and is seeking assessment and
analysis services to review options for modernization of the current Sani-dump. Emphasis on
reducing operational and maintenance expenses and burden is also of significance for this
modernization. Alberta Parks is aiming for a systematic approach to determine long term options
for the Park and its wastewater program by assessing and prioritizing the work required to help
facilitate wastewater management in this area to enhance visitor experience and create sustainable
infrastructure for generations to come.
This Project will assess the current unsatisfactory Sani-dump and location, and provide complete
engineering design for a new adequate Sani-dump for the Park. Work will also include roadway
design, waste collection/disposal and adequate wastewater capacity for all visitors to the Park.
The purpose of this RFP is to invite Vendors who demonstrate the necessary qualifications and
experience, relative to the scope and nature of this project, to provide proposals for the provision of
planning and design services for the execution of this project. Based on the responses gathered, and
the selection criteria indicated in this RFP, a Contractor will be selected to provide the following
engineering and design services:
1. Review and assessment of Long Lake Provincial Park’s Overall Wastewater Management
currently in use in the park
2. Review and detailed assessment of current Sani-dump and location. Review will also include
the Park’s Shop Wastewater for tie-in to new Wastewater collection and disposal.
3. Review and assessment of Park’s Shower Building’s wastewater collection system and sewage
mound as an option to collect and dispose the new Sani-dump’s wastewater.
4. Review and assessment of local topography and land features which may affect design
5. Review and assessment of Park Infrastructure and the Park’s wants/needs in relation to
wastewater management for the park
6. Review and assessment of immediate area and access (roadways) to/from and bypassing
sani-dump for visitors and staff at the current sani-dump location and shower building
location
7. Options to Park Management on a Wastewater Management Plan for Sani-dump, Shop,
Shower building wastewater collection system and adjacent Sewage mound.
8. With Approval, proceed with Concept planning for new Sani-dump, adjacent roadway and
Wastewater Management Plan with preliminary construction cost estimates
9. With Approval, proceed with Detailed Drawings for the upgrades with Class ‘A’ cost
estimates and specifications
10. With Budget approval, Construction Administration for construction the proceeding year.
