RFP# 21-04 - NVRC Mobile Application (App) Development

The North Vancouver Recreation & Culture Commission (NVRC) invites detailed Proposals from consultant firms ("Proponents") with expertise in mobile application development for the development of a mobile application integrated with NVRC's parks and recreation management software, (PerfectMind) and website content management system (Drupal 7).

Proponents interested in this opportunity are invited to submit a Proposal.

It is the intention of the NVRC to complete the project in two distinct phases.

The first phase is the development of a basic App that allows a customer to view facility information and programs. The budget for this phase is $25,000. It is NVRC's intent to award only Phase 1 of this project at this time.

The second phase is expected to be undertaken in 2022 and will include adding functionality to allow registration and secure payment of transactions on a mobile device using NVRCs existing PerfectMind registration software. The specifications for Phase 2 are included in this RFP and Proponents are to include their approach and quote for completion of the Phase 2 work in their proposal.

Proponent's responses for both Phase 1 and Phase 2 will be evaluated as part of this RFP.

Upon successful completion of Phase 1, NVRC may award Phase 2. NVRC reserves the right to award Phase 2 directly to the successful Phase 1 Proponent, award to a different Proponent or make no award and seek new proposals from the marketplace.
